HoustonChronicle - HISD forced to slash its budget for 2003-04

Officials blame the shortfall on a sluggish local economy, a drop in state aid and sharply rising costs in such areas as health insurance and utilities.

This year, about 82 percent of HISD's $1.4 billion budget comes from local homeowners and businesses, and 18 percent comes from the state. With a projected $73.2 million drop in state aid next year, the economic burden will shift even more to local taxpayers.

State revenue is rapidly falling and local rates are capped at many school districts.
